feat: Add gatsby-parcel-namer-relative-to-cwd to monorepo & update Parcel to 2.5.0 #35446

Description

Based on #35307 - This adds our own namer plugin from https://github.com/pieh/parcel-namer-relative-to-cwd to the monorepo. This is necessary to keep Parcel versions in sync - otherwise we'd have diverging/multiple versions of Parcel packages in our repo.

This also updates Parcel to 2.5.0
