[ros2] Update version docs, add Galactic and Fortress #164

Summary

  • Remove EOL versions (Blueprint, Eloquent, Dashing)
  • Add new versions (Galactic, Fortress)
  • Unify styling with other branches
  • Run CI on all pushes
  • Update badge
