slims down the docker build and better tests it. This will hopefully reduce the number of rebuilds necessary when people submit PRs that do not modify hardware code.
This does not include the docker-compose stuff yet but I wanted to get this in at least in case the compose testing gets roadblocked by the gpsPi.
