<h2 id="overview">Overview</h2>
<p>The Defence Chemical Biological Radiological and Nuclear Centre (<abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr>) designs and runs courses that qualify individuals of all 3 services for operational, training and staff <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence appointments. </p>
<p><abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr> is located at Winterbourne Gunner, about 5km north-east of Salisbury, Wiltshire, on the southern edge of Salisbury Plain. </p>
<h2 id="history-of-the-defence-cbrn-centre">History of the Defence <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> centre</h2>
<p>The <abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr> site at Winterbourne Gunner was established in 1917 as a Trench Mortar Experimental Establishment under the administrative control of the War Department’s ‘experimental ground’ at Porton Down. Known as Porton South Camp, it served as troop accommodation, ammunition store and as the trench mortar and artillery firing point.</p>
<p>The actual involvement of Winterbourne with chemical warfare dates from the formation of the Chemical Warfare School in 1926. The school conducted training for officers and senior non-commissioned officers (<abbr title="senior non-commissioned officers">SNCOs</abbr>), running courses each month and regular demonstrations for the services’ staff colleges and other dignitaries.</p>
<p>In 1931 the Chemical Warfare School became the anti-gas wing of the Small Arms School but in 1939 it gained independent status as the Army Gas School, later to be re-named as the Army School of Chemical Warfare.</p>
<p>From 1947 to 1948 the school became a joint Army and Royal Air Force (<abbr title="Royal Air Force">RAF</abbr>) establishment, named the Joint School of Chemical Warfare. The importance of minimising the effects of nuclear weapons was acknowledged with the school studying and teaching the defensive aspects of nuclear warfare. Accordingly, in 1957, the school was re-named as the Joint School of Nuclear and Chemical Ground Defence.</p>
<p>In January 1964 the title changed again, to the Defence Nuclear, Biological and Chemical (<abbr title="Nuclear, Biological and Chemical">NBC</abbr>) School in recognition of the emerging threat posed by biological warfare. A further change was made to the name in 1975 when it became the Defence <abbr title="Nuclear, Biological and Chemical">NBC</abbr> Centre. Following the 1987 Strategic Defence Review, the <abbr title="Royal Air Force">RAF</abbr> assumed UK lead-service responsibility for <abbr title="Nuclear, Biological and Chemical">NBC</abbr> defence and in 1999 the Defence <abbr title="Nuclear, Biological and Chemical">NBC</abbr> Centre became a <abbr title="Royal Air Force">RAF</abbr> administered unit within No 2 Group.</p>
<p>The replacement of the site’s original World War 1 corrugated tin huts and wooden buildings was completed in 2005 with the completion of new messing facilities and state-of-the-art student accommodation. In 2005 to reflect the change in emphasis from Cold War <abbr title="Nuclear, Biological and Chemical">NBC</abbr> War fighting to defence against a wider asymmetric threat, the centre changed its name to the Defence Chemical, Biological, Radiological and Nuclear Centre (<abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr>).</p>
<p>Today’s <abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr> has a purpose built training complex with headquarters, administrative support elements and the Defence <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> School with lecture theatres, classrooms, and computer aided training suite. To support the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> training the centre has a specialised range, scenario based training facilities, and modern troop accommodation.</p>
<h2 id="dcbrnc-courses">
<abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr> courses</h2>
<p>The Defence <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> (Chemical, Biological, Radiological and Nuclear) School is the instructional element of the <abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr>. Its mission is to deliver the UK’s tri-service <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Training for Operations on land. </p>
<h3 id="cbrn-defence-advisors-course">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Advisors’ course</h3>
<p>The 10-day <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Advisors’ course replaces the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Operational Advisor, <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Tactical Advisor and <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Training Officer courses. It is aimed at military officers within a battlegroup or unit who have responsibility to assist the commander in the tactical planning and execution of <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence measures and unit <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> training, or who fill <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> staff appointments. The course is designed to train <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Advisors operating at battlegroup or deployed operating base at Staff Officer 3 (SO3) level.</p>

<h3 id="cbrn-defence-senior-officers-symposium">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Senior Officers’ symposium</h3>
<p>The annual <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Senior Officers’ Symposium replaces the Strategic <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Desk Officer and <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Associate Staff courses. The symposium programme is split into 3 main forums concentrating on the threat, countering the threat, and UK <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence capabilities.</p>
<p>The date of the symposium will be confirmed.</p>
<h3 id="cbrn-defence-cell-controller-bracis-course">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Cell Controller (BRACIS) course</h3>
<p>This is a 10-day course for military personnel who manage and carry out the functions of <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> (Warning & Reporting) Control and Collection Centres in line with Allied Technical Publication ATP-45(D).</p>
<p>This task includes gathering <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> data, interpreting that information and issuing subsequent reports on the spread of the threat. The emphasis of the course is on the automated plotting of threats using the latest version of BRACIS software. </p>

<h3 id="gsr-conversion-course">
<abbr title="General Service Respirator">GSR</abbr> Conversion course</h3>
<p>This 5-day course will qualify existing <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence instructors to fit, test and maintain the new General Service Respirator (<abbr title="General Service Respirator">GSR</abbr>) and operate the Advanced Respirator Testing System (<abbr title="Advanced Respirator Testing System">ARTS</abbr>). The course will be conducted in a number of locations in addition to the Defence <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Centre.</p>

<h3 id="cbrn-defence-trainer-course">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Trainer course</h3>
<p>This is a 10-day course aimed at providing military personnel with the knowledge and skills to conduct and deliver instruction and testing on MATT 4 / CCS. It incorporates instruction on all the in-service respirators, including <abbr title="General Service Respirator">GSR</abbr>. The course, combined with the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Operational Instructor course, supersedes the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Instructor course from January 2012 onwards.</p>
<p>Depending on their training requirements, individuals can apply for the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Trainer course alone or apply for both the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Trainer and <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Operational Instructor courses, which are scheduled back-to-back on the training programme.</p>

The course, combined with the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Trainer course, supersedes the Defence <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Instructor course from January 2012 onwards.</p>
<p>Depending on their training requirements, individuals can apply for the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Trainer course alone or apply for both the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Trainer and <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence Operational Instructor courses, which are scheduled back-to-back on the training programme.</p>

<p>This 1-day course is intended for civilian and military stores staff of any rank who are responsible for storage, maintenance and management of in-service <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence equipment. Please note that the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Instructor course incorporates this training and qualification.</p>

<p>This 4-day course is designed to train military band personnel to perform casualty decontamination in a <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> environment in support of medical treatment facilities.</p>

<h3 id="bespoke-training">Bespoke training</h3>
<p>It may be possible for the Defence <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Centre to provide bespoke training to military and civilian organisations on an availability basis.</p>
<h2 id="cbrn-medical">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> medical</h2>
<p><abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr> is the home of the Joint <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Medical Faculty. The centre also provides <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> medical training to all medical officers in the UK Armed Services as well as specialist medical training to UK and NATO/Allied Nations. As well as military training, <abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr> also supports civilian response in partnership with the Health Protection Agency and Department of Health.</p>
<h3 id="cbrn-medical-training">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> medical: training</h3>
<p>The Joint <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> medical faculty supports development of the medical response to a <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> incident and the management of <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> casualties. It is a cross-government group with the remit under the surgeon general to develop <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> clinical guidance, medical training and research.</p>
<p><abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> clinical training objectives are to:</p>
<ul>
<li>manage any <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> casualties including trauma </li>
<li>manage the medical aspects of a <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> incident </li>
<li>treat chemical casualties </li>
<li>treat biological casualties including sepsis </li>
<li>treat radiological casualties including nuclear</li>
</ul>
<p>The principles of <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> casualty management are:</p>
<ul>
<li>recognition </li>
<li>safety </li>
<li>First Aid </li>
<li>triage </li>
<li>quick look </li>
<li>life saving interventions (LSIs) </li>
<li>casualty hazard management </li>
<li>supportive management </li>
<li>definitive management</li>
</ul>
<h3 id="cbrn-emergency-medical-treatment-course">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Emergency Medical Treatment course</h3>
<p>The Emergency Medical Treatment (<abbr title="Emergency Medical Treatment">EMT</abbr>) course is a 3-day new entry medical officer course developed to provide military doctors with an awareness of the effects and management of <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> agents and teach the competencies to provide Role 1 (pre-hospital) medical management of <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> casualties.</p>
<h3 id="cbrn-clinical-course">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> clinical course</h3>
<p>This 5-day course is designed to train Role 1 (pre-hospital), 2 (hospital) and 3 (medical, nursing and allied health) professionals in the recognition, triage and treatment of <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> casualties in a <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> environment and beyond.</p>
<p>The <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> clinical course is sponsored by the Joint Medical Command but open to NATO, allied military and UK civilian organisations. This course supports the military competencies for Emergency Medicine, Acute Medicine, Intensive Care Medicine and specialist nurse training. Applications should be submitted to the Defence <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> School.</p>
<p>The <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> clinical course has been accredited by the College of Emergency Medicine for Continuing Professional Development (20 points <abbr title="Continuing Professional Development">CPD</abbr>) and is compliant with NATO STANAG 2954.</p>

<h4 id="cbrn-medical-training-facilities">
<abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> medical training facilities</h4>
<p>The medical training at <abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr> uses blended learning including interactive presentations, table top exercises, collective training and simulation. The centre now has a dedicated medical training area for pre-hospital training as well as high-fidelity hospital training using the SimMan3G dedicated to <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> medical management.</p>
<p>The training faculty were awarded the 2011 Military Civilian Health Partnership Award for Education and Training.</p>
<h2 id="technical-support-group">Technical Support Group</h2>
<p>The <abbr title="Defence Chemical Biological Radiological and Nuclear Centre">DCBRNC</abbr> Technical Support Group (<abbr title="Technical Support Group">TSG</abbr>) provides important external training and trials functions.</p>
<p>Firstly, the <abbr title="Technical Support Group">TSG</abbr> External Training Team (<abbr title="External Training Team">ETT</abbr>) provides support to all 3 Services with their <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence training, assessing collective <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence training at unit level and above. The <abbr title="External Training Team">ETT</abbr> Mission is to facilitate <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence proficiency in units by providing External <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Technical Support through all phases of the training cycle. This can be delivered in bespoke task-specific training packages, including in overseas locations.</p>
<h3 id="tsg-overseeing-light-role-team-trial">
<abbr title="Technical Support Group">TSG</abbr> overseeing Light Role Team Trial</h3>
<p>Secondly, the Trials component of <abbr title="Technical Support Group">TSG</abbr> contributes to the development of Joint Service <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence equipment and procedures, supporting the <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Delivery Team and contractors. Recent trials have seen the team contribute to Light Role Teams, <abbr title="General Service Respirator">GSR</abbr> and the <abbr title="Advanced Respirator Testing System">ARTS</abbr> development. To underline the increasing scope and significance of this function, the <abbr title="Technical Support Group">TSG</abbr> is currently reconfiguring itself as a formal <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Trials Development Unit with formal links to the Army Trials Planning Office.</p>
<p>Members of the <abbr title="Technical Support Group">TSG</abbr> are qualified in all aspects of <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> defence, from <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Instructor through to Cell Controller and Defence Advisor, enabling them to resolve issues associated with incorporating <abbr title="Chemical Biological Radiological and Nuclear">CBRN</abbr> Defence into unit training.</p>
<p>The <abbr title="Technical Support Group">TSG</abbr> has a major role in the role out of the <abbr title="General Service Respirator">GSR</abbr> across Defence, providing Train The Trainer (T3) instruction at unit locations, and conducting validation checks on the subsequent cascade training.</p>
