Screed allows blank lines between records in FASTQ, which is apparently against spec.

What's wrong with "conservative with what you produce and liberal with what you accept?"

Fine if there's a way to say "be strict." In this case a test succeeded improperly because our screed parser (used in the test) was accepting something that no other downstream program would.
