dev-util/stripe-mock-0.47.0 version bump

dev-util/stripe-mock is used as a test dependency of dev-python/stripe.

The updated version does not seem to be compatible to dev-python/stripe-2.10.1 and leads to failing tests. Therefore, I updated the stripe-2.10.1 ebuild accordingly.
