dev-python/lz4: version 2.1.6 bump #11324

Bumped to newer version 2.1.6
Updated this new ebuild to EAPI=7
Added app-arch/lz4 as a runtime dependency and dev-python/pkgconfig as a build dependency.
Added support for Python3.7

Well, I discovered a gentoo bug about the dependency on app-arch/lz4

The error is caused because one of the deps (dev-python/pkgconfig) doesn't have support for python3.4. So it seems like you need to drop support for python3.4 with this bump, as well. I personally think it's fine since Gentoo is ~probably stopping to support python3.4 soon anyway and 3.6 should be default for anyone already.

EDIT: also you should check your contribution with repoman before committing, it would have told you about it ;)

@juippis Thank you - will learn to use repoman.
Removed Python3.4 support as you suggested, also found about not supported ~arm in dev-python/pkgconfig
