Roswell maintainers changed the versioning policy from single digit (19.3) to
double digits (19.08).

Version 19.3.10.97 was deleted, because otherwise it will always be considered
newer than "19.0x" versions.

This should be the default function, so you can now remove this (and the phases below) altogether.
