mail-filter/sqlgrey: bump to 1.8.0, port to EAPI7, bug #696252 #13500

Per https://bugs.gentoo.org/696252 mail-filter/sqlgrey was going to get treecleaned because EAPI0, and since I'm a happy user of it, I've reworked sqlgrey-1.7.6-r2.ebuild (which can now be removed, together with its files/sqlgrey-1.7.6-init.patch) to EAPI7 and noticed that there's actually a v1.8.0 out fresh since last decade, so I bumped the ebuild to v1.8.0, which works well.

Let me know if it is desired that an sqlgrey-1.7.6-r3.ebuild appears so that folks that had 1.7.6-r2 installed (stable) can seamlessly upgrade (without having to add keywords for the unstable 1.8.0).
