You can and should remove USEs for removed PHP implementations on stable ebuilds. Weird that the php team didn't do it as they removed old versions (like python team does).
Upstream bugfix release. This ebuild adds support for PHP 7.4 and removes support for PHP 5.6 and 7.1 due to Repoman warnings about unknown dependencies. The corresponding USE flags can only be removed after the next stabilisation.
