Switch to cmake.eclass instead, and remember to update function calls below. Looks good otherwise!

Changed from eclass "cmake-utlils" to eclass "cmake". Upstream made some minor changes. They disabled the test "tcp_relay" that the ebuild disabled in prior versions; removed the option "BUILD_AV_TEST" and they appear to have fixed the test "tox_many_tcp".
