I'm going through "permanent redirects" from https://repology.org/repository/gentoo/problems and replacing http:// with https:// in HOMEPAGE. Also in SRC_URI if it is the same host.

I'm skipping packages whose existing pages show 404 or don't seem to be relevant to the package.

@mgorny told me to send this to QA instead of to each maintainer separately.
