app-emulation/libvirt: Add python 3.8 and 3.9 support #17362

Libvirt uses python scripts to generate some (source) files. They
are all python 3.8 and python 3.9 aware.

Do you mean merge instead of base? Unfortunately, I don't have merge access, no :'(

I mean rebase your PR. Git pull, fix your changes based on new changes in tree, then force push, and then I'll merge once I get a chance to test. :)
