media-video/ffmpeg: add 5.0 with mask

I've added ffmpeg 5.0 patches for media-video/{handbrake,obs-studio}, however these work with ffmpeg 4.4.1 too.

regarding some package build failures with 5.0, here are some keywords from the build logs which maybe be useful for tinderboxes if an ffmpeg 5.0 run is going to be done:

• configure: error: libva is present but libavcodec/vaapi.h is missing
