This huge PR adds <pkg> tag to every <flag> or <longdescription> section, which I was able to grep and sed from current list of packages in the tree. It only touches metadata.xml and pkgcheck scan --commits -c=PackageMetadataXmlCheck,CategoryMetadataXmlCheck did not complain. I can split it to multiple PRs or squash some commits togheter if that would be better for some reason.
