Version bump, python 3.11 compatibility.

One observation I didn't fix: USE="test" pulls in python code coverage tools which doesn't make any sense. Test mode is for finding unit test failures caused by dependencies, not to assess code coverage, which doesn't concern us as packagers.

It seems my changes are causing a problem with the pytest-cov dependency I already mentioned.
