[sys-apps/minijail]: add v18

Hi there @thesamesam ! This pull request aims to update the minijail version from v17 to v18 in order to synchronize it with the latest changes in the upstream repository maintained by Google.

Changes made:

• When a process encounters a seccomp policy failure, print the path to the failing policy.
• Add support for a text-based configuration file.
• Add support for setting and resetting the jailed process' environment.
