x11-drivers: xorg-server:= dep and --disable-selective-werror

Adding a dep on x11-base/xorg-server:= in order to properly trigger rebuilds,
and adding --disable-selective-werror.

Follow up to #9222 due to a premature merge.

Put a hold on this one.
Nevermind, all good. current util-macros pulls in a dep on m4, which is required
to 'run' it if I understand correctly. I'll add that to the RDEPEND on the util-macros
package.

Or... since only 'live' ebuilds (or those requiring eautoreconf for other reasons)
need x11-misc/util-macros, and on those we inherit autotools, it should be groovy
either way.
