dev-python/pyzbar: Introducing support for Python3.7

Introducing support for Python 3.7. Dropping Python 3.4 because repoman was
complaining about unmet dependencies.
Bumping to latest upstream version.

I confirm the tests pass for both versions on all the python versions.

I believe the failures will disappear once #9725 lands (I am removing python 3.4 from authenticator in that PR).

Actually there is one more dependency I need to process before I can actually get busy with authenticator. I just filed a pull request for this dependency https://github.com/gentoo/gentoo/pull/9749/files :)

But yeah, rest assured, I am on it - I'll get authenticator to work on python 3.7 8)
