Also makes it easy to copy-paste the release tasklist into the github issue for the release and then just check all of the boxes as one works through the list. |

In preparation for the release I have converted the release-tasklist to a markdown format. This makes it easier to read on github and also allows to include it into the online documentation (so that it is easy to find). The file could also need some further documentation and cleanup, but for now I only did the conversion and removed some outdated information (like references to aspect.dealii.org).
