[PULL REQUEST] Retire CH4 wetland emissions extension #124

The CH4 wetland extension based off of Picket-Heaps et al. (2011) is retired in this PR. Users of the methane simulation should now use the more current JPL WetCHARTS emissions (https://doi.org/10.3334/ORNLDAAC/1502) instead.

This should be implemented with the corresponding GEOS-Chem pull request geoschem/geos-chem#1073.

This is a straightforward modification which only consists of deletion of the obsolete extension. Approved and good to merge.

All integration tests passed. Now evaluating with a 1-day simulation as this is a zero-diff update as far as the fullchem simulations are concerned.
