The original netcdf for the Streets inventory has a handful of tiny negative-valued cells (~1e12 times smaller than the actual emissions) for HgP, which make no difference except to cause an error when doing finer-resolution simulations (HEMCO requiring positive values by default). In the [updated] version I've changed those values to 0, which should prevent the problem in the future.

Colin Thackray provided an updated Streets2019_Hg.nc file to correct
small negative values in the original file found in MERCURY/v2020-07.
This fix addresses #879.
