Add a reply button to comments that when clicked tags the @ user eliminating the need to copy-paste their name.

To make it complete in groups - comments under announcements and comments sections (maybe events as well) - it has to be called later with delay or with mutationobserver. It's also worth looking into where else this functionality could be added throughout steamcommunity.

Also add the buttons again when after a comment is posted.
