ci: migrate to github workflow ci
We can re-enable it later on, as makes sense
Closes getredash#5646. We were already storing this in localStorage, however we weren't accounting for the fact that it was stored as a string, rather than an integer.

Bumping the pysaml2 version to 6.5.2 (last release in 6.5.x series) to have better error handling.
