No particular reason why this can't be scrubbed, I think. Was this perhaps even a regression when porting to Rust?

Classifying this as bug since it really defies user expectations.

Considering all of the other attributes are already pii = "true", this is fine. The safer option would be pii = "maybe" to avoid existing rules unintenionally scrubbing user names.

I'm going to barge ahead with this one since having just one field here with pii=maybe will invite some questions about UX we don't have an answer for.
