Since ghdl/ghdl-systemc-fosdem16#1 is already merged and ghdl/ghdl-cosim is working (https://ghdl.github.io/ghdl-cosim/), we can merge this PR to finalise this migration/reorganisation. |

The purpose of this PR is to split the documentation about interfacing foreign languages (
Foreign.rst) to a separate repo named ghdl/ghdl-cosim(to be created/forked from umarcor/ghdl-cosim). Apart from reorganising and updating the documentation, multiple examples are provided in ghdl-cosim and all of them are tested in CI.Ref #803, #1053, #1059, #1184, #1185, #1195, #1202, ghdl/ghdl-systemc-fosdem16#1 and ghdl/ghdl-cosim#1
