Activate memchr's dep-of-std feature #356

This accompanies BurntSushi/memchr#89 to help resolve
rust-lang/backtrace-rs#432

Note that this can't actually land until BurntSushi/memchr#89 is published

Re-triggered CI with the release of memchr and this should be good to go!

I assume we want a 0.26.1 release of this now, so I'll need to cherry pick this onto a branch.

For use in rust-lang/rust this'll need a publish, yeah, but I don't mind whether it's 0.26.1 or 0.27, happy to update to whatever's easiest!
