Translate outreach times to owner timezone. #1810

Also add timezone to OwnerMySQLDAO::getById()

References #1797

I think this works. At least, with my America/New_York install and an owner in America/Los_Angeles, the times are now shifted back 3 hours as expected. Why is time so complicated?

Because in that one town in Indiana, DST starts 17 minutes later than the other town 30 miles away.... thanks Chris. Appreciate this!
