I know I'm necro-posting here ~2 years+ too late, but am I wrong in my understanding that Gists are really just Git repos? Also, since Gitea is FOSS too, a "Gist-type" feature enhancement with a Alternatively, @JamoCA: I'd recommend (if you haven't already found a solution) that your internal team consider self-hosting something like this1 this2 or this3. These are just three examples -- actually just the three first results returned from my search. There are many, many more on GitHub that you won't find searching using keywords like "gist" as the popular term is "pastebin" for these types of self-hosted snippet services on GitHub. More than a few of these projects appear (at least on their face) to be lightweight implementations, easy to configure and also provide a local client application to access them directly / paste their contents. I doubt your team would encounter any serious difficulty hosting something like this and Gitea side-by-side. (I'd check first if a git-like plugin / extension / solution hasn't already been realized by Gitea's author(s) or the Gitea community at-large which would not surprise me at all given the popularity of gists.)
