Merge branch 'please-handle-rc-versions'

This topic branch tries to prepare `please.sh` (and as a consequence,
the Azure Pipeline that builds official Git for Windows versions, i.e.
https://dev.azure.com/git-for-windows/git/_build?definitionId=34) to
handle also -rc versions like the upcoming v2.26.0-rc0.
