Add .bicepparam to list of Bicep file extensions

Description

We added the .bicepparam file extension to the Bicep language some time back, and have been keeping our textmate grammar updated with changes for it. It would be great to have GitHub highlighting enabled for it.

Checklist:

• I am adding a new extension to a language.
  • The new extension is used in hundreds of repositories on GitHub.com
    • Search results for each extension:

  • I have included a real-world usage sample for all extensions added in this PR:
