Closes #14626

What's being changed:

• Moved permissions section into a reusable for all OIDC articles.
  • e.g. https://docs-14998--14626-update-token.herokuapp.com/en/actions/deployment/security-hardening-your-deployments/configuring-openid-connect-in-amazon-web-services#adding-permissions-settings
  • Updated reusable to explain how the write permission is used.
