Automate turning on Dependabot and/or Secret Scanning

FYI, I think the spirit of this issue was for ADO -> GHEC customers. Who are potentially moving to github because they want all the cool stuff github has that ADO doesn't (like dependabot and/or secret scanning). And this issue represented a way to help them automate migrating their 1000 repos and turning on the cool new features for them all at the same time (which I don't think we currently support in GEI).

Now we have that feature, I think that's the best way to achieve this, and we probably don't need to do anything in GEI.
