COT CLI to respect terminal width #28

Currently the CLI for COT is hard-coded to a terminal width of 79 characters when wrapping (or in some cases, failing to wrap) text output. It would be nice to have it respect the terminal width when available.

Wrap CLI help/usage strings to terminal width.
'cot info' output is more responsive to terminal width now.
Resolves #28.
