Administrators should be able to change the log level from the admin interface #1519

In relation to improvements as for ticket #1518 it would be really valuable if administrators could also change the log level of the application through the admin interface.

Around this implementation it would be important to evaluate the difference between /etc/defaults/globaleaks settings and db settings and their respective role and usage at the different startup steps of the application.
