tests: Moving ./tests/bugs/snapshot/bug-1316437.t to bad test

Moving ./tests/bugs/snapshot/bug-1316437.t to bad test, while mulling
over the pros and cons of the fix. Will update the bug, as we go.
Sending this patch to unblock master.
