@CovMat Thanks for your hard work. We may first consider how to organize the database since @seisman only made a rough draft at the beginning. The second issue is how to move the dataset in a smoother way. I will submit an issue (see #5).

大约需要提交3个以上较小的PR：

• 第一：只把三个国界数据文件迁移到此数据集仓库，并修改说明
• 第二：中文手册完成数据描述和实例，参考以上社区网站博客和图库
• 第三：修改社区网站相应部分或者添加说明

你是否愿意先完成第一个PR？另外当前PR太大了，可以关闭吗？
