This is still a draft.
The main problem vs independence-day is probably that the airdrop distribution here is indented to sum to 750M GNOTs, so the independence-day data may need to be adjusted accordingly.
Edit (@moul): we'll continue this on independence-day repo; I recycle this PR to make the gnoland initialization more flexible.
