Add PHP 7.4 to the testing matrix.

Adjust all the "latest" version tests (like test coverage) to run on 7.4

There's a few new "issues" reported via PHPCS if running that on 7.4, the e2e-2 branch updates phpcs, wpcs, and lifterlms-cs to the latest version where this is fixed.
