Verify SMS delivery / switch to another provider

@adityasurneni @ajaleelp 24x7SMS's API returns a 200 OK even if the attempt to send an SMS fails, and their approval process for sending SMS-s is clunky.

I've stopped receiving SMS-s on my phone number as well - the attempts are shown as rejected in their web interface.

We should consider switching to a more friendly / modern SMS provider with support for transactional SMS-s (not sure which qualifies as such, though).

Have spoken to a few friends for research and took a basic transactional SMS account in Digimiles. We should get the account actived by EOD. I will mail the login details.
