cmd/go: support "-x" in most of go mod commands #35849

@hyangah hyangah commented Nov 26, 2019 surfaces "-x" flag support in go mod download.
We think "-x" may make sense for most of other go mod commands that involve non-trivial commands execution underneath.

Lack of logging hinders debugging. Like many other go commands,
let's allow users to inspect what is going on underneath.
