.golangci.yml: move run.silent to output.silent #186

Currently the silent flag is placed under run, it seems that it belongs to output

golangci-lint/.golangci.example.yml

Line 42 in a2450a5

silent: true

At the same time it would be best to remove the flag completely as proposed in #121.
