These are IPA contour marks (such as ˥˥˦), and their behavior is defined at Unicode 6.2, section 7.8, page 237.

We need to make sure all combinations we care about are supported as ligatures in the fonts.

We should probably at least support what Windows fonts support, to maximize interchangeability.
