About the PR
Prenerf mutagenic field (A mutation given exclusively by admins and faustian chaplain contract) can still force cyborgs to have mutations. This tweak ensures this cannot happen.
Why's this needed?
Many bugs/errors/issues can arrise, as silly as this is, from borgs recieving mutations. It's a bug and was never intentional, and so should be fixed.
