About the PR

Blocked by #16028 (Allow deployment to EyeBots when on different Z-level)
Allows hivebots to show status effects!
Adds a new "Low Signal" status effect that limits EyeBot's ability to remotely control things.

Why's this needed?

Addresses possible soft-lock of AI if they get ejected from the Z-level somehow.

(*)AI's EyeBots now have reduced functionality when used across Z levels.
(+)AI can now deploy to EyeBots to maintain some presence on the station.
