[Feature] [Balance]
About the PR
N.A.R.C.S. turrets can now be emagged, which overrides their targeting software to shoot everyone but those with an agent card on.
Also, increases the cost of turrets in fabricators to "INS-1"=10, "CON-1"=10, "CRY-1"=10, "MET-2"=10
Why's this needed?
I was coding #5225, and I saw that emagging used to be a feature of turrets, changing the rubber slugs out for lethal buckshot ammo. While this was obviously lethal and unbalanced, I thought of a good new way to re-add it, being that it targets all non-agent card wearers.
