About the PR:

A shadowy yet elegant office for all sorts of space criminals and mafiosos, very loosely based off of Vito Corleone's office.

Why's this needed?

Every would-be Maintainance Mafia requires an office to conduct less than scrupulous meetings.

I like the atmosphere, though I think the regal lamps are too rare / expensive to be found in maint (especially since they come in a supply pack that costs 80k).

If the concern is about the lamps being stolen for use elsewhere, they are currently anchored, although I did forget to turn off the securable var, so it is of little effect against a screwdriver, however instead fixing this, I may also replace them with the plain standing lamps, if you feel the lamps disrupt the Maintenance theming.

Just changing the securable and deconstructable vars to FALSE sounds good to me!

No, although it does have some flavour text when clicked about checking.
It is a rename of /obj/decal/poster/wallsign/dead_exec_portrait with a slightly different description.
