Describe the issue

Some rather broad popup filters are used as popunder filters by uBO. This causes legit tabs to be closed. This is a bug according to @gorhill.

Steps for anyone to reproduce the issue

  1. Add |https://$popup,third-party,domain=userscloud.com.
  2. Open this link in a new tab.

Result: GitHub will be closed.
