Describe the issue

My blocking mode that I use is "Hard Mode"...
When doing the following on any site:
"With a single click, it is possible to toggle the hard mode into the medium mode: it's just a matter of assigning a local noop rule to the 3rd-party cell." ---from the wiki: https://github.com/gorhill/uBlock/wiki/Blocking-mode:-hard-mode
Once you have toggled to medium mode on any site, you cannot set a local noop rule for any of the 3rd-party domains. You must first go back to hard mode to set the local noop rule for the 3rd-party domain after which you can return to medium mode.

One or more specific URLs where the issue occurs

This happens with all URLs but I can use this one for an example:
http://www.majorgeeks.com/

Steps for anyone to reproduce the issue

  1. Be as detailed as possible:
  2. Because we are not looking over your shoulder and
  3. Keep in mind: Nobody can read your mind.

Ensure that you are in Hard Mode.
Go to the example URL that I listed above.
Toggle the hard mode into the medium mode by assigning a local noop rule to the 3rd-party cell.
Try to set a 3rd-party noop rule and notice that you cannot do so. In my screenshot above, for example, I was trying to noop "disqus.com" and cannot do so.
I can, however, create an allow or block rule.
