Windows install fails in 0.39.0 if $hklm/Software/Grafana/Grafana Agent Flow/Environment entry exists

What's wrong?

The install for version 0.39.0 fails if the "$hklm/Software/Grafana/Grafana Agent Flow/Environment" entry already exists.
This happens in both the silent and interactive installation.
In the interactive installation it does show an entry in the details saying that that registry entry already exists, and has a value in it, and asking if it is ok to replace it. It eventually times out.
If the entry exists, but it is the empty default, it doesn't show what it is waiting on, but sits there forever.

Steps to reproduce

Run the 0.39.0 Windows installation a second time to see the error.

Change the program Environment entry value and run the installation again interactively and expand the details to see the question.

Removing the Environment entry lets me run the install a second time successfully.

I've also run into an error when the install fails because it is trying to install over version 0.38.1. I don't know if this is related to the other problem or a new issue. I haven't had an issue updating/installing over older versions before, and I've been deploying most new releases as they've come out.
